Carol M. is the senior partner in the Firm’s Education and Municipal Law Practice Group, where she concentrates her practice in the representation of public school districts, public libraries and other municipal entities. Prior to joining Jaspan Schlesinger LLP, Ms. served in the Office of Counsel to the New York State Commissioner of Education from 1976 to 1979, where she rendered general advice and counsel on Education Law. In addition, she worked closely with the Office of Education for Handicapped Children as well as other SED bureaus regarding appeals to the Commissioner of Education and litigation in the Family Court, Supreme Court, Appellate Division and Federal Court. From 1979 to 1981, Ms. served in the Governor's Office of Employee Relations where she handled grievances, arbitration, mediation, improper practice and fact-finding hearings regarding employee relations disputes. Her general counsel background includes handling administrative hearings involving student and employee discipline, handicapped children's educational issues, human rights complaints as well as the business function, facilities management and general advice and counsel matters. Ms. ’s labor law experience includes negotiations, arbitrations, improper practices, mediation fact-finding and strike preparation. Her extensive negotiations background includes bargaining on behalf of employers with teachers, administrators, secretaries, custodians, paraprofessionals, per diem substitutes, adult education and library staff association members. Ms. served as a member of the Board of Directors of the New York State School Attorneys Association from 1985 to 1990 and served as its President in 1990. She is currently serving as chair of the Nassau County Bar Association's Lawyer Assistance Program Committee. Ms. serves as a member of the Nassau County Bar Association's Education, Labor and Municipal Law Committees. She is also a member of the Municipal Law and Labor and Employment Law Sections of the New York State Bar Association. Ms. provides training and lectures frequently on Education Law, Municipal Law and Public Sector Labor Law topics. Ms. received her undergraduate degree, cum laude,
from the State University of New York at Albany and her Juris Doctor from
the Albany Law School of Union University. She is admitted to practice
law in the State Courts of New York, the Southern, Eastern, Western and
Northern District Courts of New York and the Supreme Court of the United
States.
